Surrey County Council
Helen Atkinson has been Strategic Director of Adult Social Care & Public Health at Surrey County Council since January 2016 and Director of Public Health since April 2013. Helen currently sits on both the Surrey Heartlands and Frimley Sustainable Transformation Partnership Boards and is leading on Prevention and Health and Social Care Integration within the NHS and Surrey County Council.

Helen has worked at a senior level in public health in Surrey for the last ten years, including a year as Interim Director of QIPP and Performance and the Interim Director of Flu Resilience during the HINI Flu Pandemic, both at NHS Surrey. Helen moved to Surrey County Council in April 2013 as the DPH with the transition of public health to the local authority and has had a PH NHS and LA career spanning 29 years. This included four years working for the Department of Health in the Government Office for the South East (GOSE) as the Regional Tobacco Policy Manager, leading the implementation of the Smokefree legislation across the South East of England. Previously Helen has worked in South East and East London in various public health roles spanning health protection, health improvement and public health development.

Helen has been a Consultant in Public Health since 2006, is a Fellow of the Faculty of Public Health of the Royal College of Physicians and a registered Generalist Specialist in Public Health on the UK Voluntary Register for Public Health Specialists.

Dr Andy Brooks combines his role as Chief Officer at NHS Surrey Heath CCG with his responsibility as a GP Partner at a busy surgery in Camberley, Surrey which was given a rating of ‘Outstanding’ by the Care Quality Commission. His GP role gives Surrey Heath CCG an important clinical insight into its planning and commissioning decisions.
Surrey Heath CCG performed as the best CCG across England in the 2016 national NHS Staff Survey and was given an ‘Outstanding’ rating as a CCG in 2017.
Andy is passionate about the integration of Health and Social Care from a commissioner and provider perspective. This is reflected in the development of the Surrey Heath Integrated Care Model. Andy believes that integration is the key to making a meaningful difference to people and frontline workers.
Andy sits on the national Integrated Care System GP Development Programme and the local Frimley Health and Care Integrated Care System Board.

Anna is Senior Policy Adviser to Chris Ham. She joined the Fund in 2015 and has published work on financial pressures in the NHSsocial care for older peoplequality in community health servicesdemand and activity in general practicemental health and new models of care.
Before joining the Fund, Anna worked as a doctor at Imperial College Healthcare NHS Trust. She holds a medical degree and a degree in health care ethics and law from the University of Birmingham.

Ben joined the King’s Fund in 2015 as a project director, working for the Chief Executive and across the Fund, including on policy and supporting the NHS in developing new care models.
Before joining the Fund, Ben worked as a management consultant. He has advised central government and the national bodies on a wide range of issues including economic regulation, provider finance, the provider failure regime and new organisational models. He has also worked with large numbers of NHS purchasers and providers on strategic and operational challenges.
In his earlier career, Ben was a fast stream trainee and manager within central government and an advisor at the European Commission. He has academic training in industrial economics and business strategy.

The King’s Fund
Durka is a senior consultant in the Leadership and Organisational Development team. Before joining the Fund, Durka worked for NHS Southwark Clinical Commissioning Group as Head of Population Health Improvement and Transformation supporting 13 health and care organisations to improve the health of 600,000 people across two London boroughs. She has also worked for Health Education England as a public health consultant and quality improvement specialist. Previously, Durka worked in trauma and orthopaedic surgery at King’s College Hospital and as a senior NHS commissioning manager in London.
Durka has experience of working across local, regional and international organisations to improve health and care by understanding needs, designing interventions to address these, evaluating outcomes, supporting system re-design and leading change on a large scale. Durka holds a Masters in health care leadership, a Masters in public health, a Fellowship in public health and was named NHS Emerging Leader of the Year by the London Leadership Academy in 2014.

Herb Fillmore is senior director, market development for Populations and Payment Solutions at 3M Health Information Systems. He has over 30 years of experience developing, delivering, and evaluating innovative healthcare solutions for all populations. Herb has led major statewide and regional healthcare financial transformation efforts, implemented new models of community-based long term care, and directed the startup and operations of a special needs managed care plan. He is an inventor and thought leader in quality measurement and its application in accountable care as well as in the design and introduction of new models for integrating medical and long-term care services and supports in statewide change system efforts.
Herb likes to brave calm waters on his paddle board and frozen Northeastern slopes on his skis. He took up skiing late in life at his children’s insistence, despite the fact that, initially, he didn’t like heights or going fast on sticks.

Professor Chris Ham

Chris leads the Fund’s work. He rejoined the Fund in 2010, having previously worked here between 1986 and 1992. He has held posts at the universities of Birmingham, Bristol and Leeds and is currently emeritus professor at the University of Birmingham. He is an honorary fellow of the Royal College of Physicians of London and The Royal College of General Practitioners.
Chris was director of the strategy unit in the Department of Health between 2000 and 2004, has advised the WHO and the World Bank, and has acted as a consultant to a number of governments. He has been a non-executive director of the Heart of England NHS Foundation Trust, and a governor of the Health Foundation and the Canadian Health Services Research Foundation.
Chris researches and writes on all aspects of health reform and is a sought-after speaker. He was awarded a CBE in 2004 for his services to the NHS and an honorary doctorate by the University of Kent in 2012.

Warren has played a central role to bring devolved powers and budgets to Greater Manchester over the past three years and has been appointed as Executive Lead Strategy and System Development for the Greater Manchester Health and Social Care Partnership.
Warren joined the NHS in 2006 and has been Director of the Association of Greater Manchester PCTs (developing joint commissioning and leadership arrangements across the PCTs) and Director of Policy & External Relations for NHS Greater Manchester (supporting the transition to the new NHS arrangements).
In 2012 Warren joined NHS England as the Greater Manchester Area Team’s Director of Operations & Delivery with responsibility for performance, CCG assurance and emergency preparedness.
Warren started his career as a neighbourhood housing officer 20 years ago. He progressed to become Stockport Council’s policy manager for health & social care supporting public health partnership developments between the council and the local NHS.

Matthew Kershaw

Matthew works in the Policy team and has more than 25 years’ experience in the NHS, most recently as Chief Executive of East Kent Hospitals University Foundation Trust. Before joining East Kent, Matthew was Chief Executive of Brighton and Sussex University Hospitals NHS Trust for three years.
He has led the Kent Cancer Alliance, chaired the Kent Surrey and Sussex Clinical Research Network, and has been a member of the Health Education England Kent Surrey and Sussex governing body. He has also worked with the Care Quality Commission.
Matthew’s early career was in Berkshire, Surrey and Sussex in operational and director roles, including as Chief Operating Officer at East Kent Hospitals and subsequently Chief Executive of Salisbury NHS Foundation Trust. He has also held a number of national roles for the Department of Health including developing the delivery plan for the 18-week referral-to-treatment target and being the first trust special administrator.

David is one of the longest serving Chief Executive’s in the NHS.He commenced as Chief Executive of University Hospitals Coventry and Warwickshire NHS Trust in 1986, he successfully led the organisation through two hospital mergers and developed with Warwick University a new medical school and reached financial close on building a new £400m hospital.

David commenced as Chief Executive of The Royal Wolverhampton NHS Trust in 2004. He has taken the organisation from one of the most financially challenged in the NHS to being financially sound+ whilst at the same time gaining a national and inter-national reputation for improving patient safety and experience.

The Trust host’s the National Institute for Health Research (NIHR) - Clinical Research Network for the whole of the West Midlands, which is the largest network in the UK and currently ranks number 1 out of the 15 networks nationally for performance.

David worked with the Trust’s Special Administrator Team at Mid Staffordshire Foundation Trust to desegregate and acquire a range of services from the former Mid Staffordshire Foundation Trust.

In 2011 the Trust acquired the community services from the former Primary Care Trust and most recently has gone on to vertical integrate a number of GP practices with a list size of over 100,000 and is now progressing to become an Accountable Care Organisation (ACO)

The Trust has also developed the most advanced system in the world for tracking staff and patients (RFID).This has resulted in the last 12months in being able to close two medical wards, no medical outliers last winter, a 60% reduction in cancelled operations this saving £20 million per annum through all activity within the Trust being managed through a Command Centre

Michael Macdonnell

Michael is National Director of Health System Transformation at NHS England. His job is to develop effective health systems across England—capable of improving services whilst living within their share of the NHS budget—that move beyond the anachronistic purchaser-provider split. In practice this means bringing together the new care models programme with the support NHS England provides for sustainability and transformation partnerships and accountable care systems.

Previously Michael was director of strategy at NHS England during which he helped develop the NHS Five Year Forward View, and led a team responsible for driving the implementation of its core commitments.

Before that Michael was Senior Fellow at the Centre for Health Policy, part of the Institute of Global Health Innovation, Imperial College London and an advisor at the Prime Minister's Delivery Unit under Tony Blair.

Michael remains an Honorary Fellow at Imperial College London, and is a senior policy fellow at Cambridge University, with an interest in health system innovation and reform.

Jim Mackey

Jim Mackey returned to his substantive role as Chief Executive of the trust in November 2017, a post he previously held for ten years. He was welcomed back after completing a two year secondment in a national role as Chief Executive of the NHS Improvement.
Jim successfully oversaw the creation of NHS Improvement, an organisation that brought together NHS regulators Monitor and the Trust Development Authority. Responsible for overseeing NHS trusts, NHS Improvement supports providers to ensure patients are given consistently safe, high quality, compassionate care within local health systems that are financially sustainable.
Previous to his time at Northumbria Healthcare, Jim held a number of senior roles within the NHS and the Regional Health Authority in the North East.

In 2016, David was asked to lead the development of a Sustainability and Transformation Partnership for health and social care services in Nottingham and Nottinghamshire. The STP was named as one of the more advanced STP’s (now Integrated Care Systems) in 2017.
In November 2017 David was invited to be a member of the Independent Panel advising the Government on the development of the Green Paper on Adult Social Care for older people, due to be published in the Summer of 2018.
David has been the Director of Social Services/ Director of Adult Social Care in Nottinghamshire since 2005. He also has responsibility for Public Health and has been Deputy Chief Executive since 2008.
During David’s time as Director Nottinghamshire has become one of the best performing authorities in the country, with a number of services recognised for innovation and excellence. These include personal budgets, direct payments, Delayed Transfers of Care, Integration with health, care implementation and service access arrangements.
In April 2014, David became the President of the Association of Directors of Adult Services (ADASS) working with Ministers, government departments and other national organisations and partners on areas including implementation of the Care Act and integration with health. David sat on the Cabinet Committee on winter pressures, chaired by the Secretary of State for Health.
As Treasurer and member of the ADASS Presidents Team David continues to contribute nationally, including work on integration with partners on behalf of ADASS.
David was awarded a CBE in the Queen’s birthday honours list in June 2016 for services to adult social care.

Wendy Saviour

After graduating from University with a degree in Social Policy, Wendy’s career in the health service began after joining the NHS National Graduate Training Scheme.
In August 2017 Wendy was seconded from her post of Director of Commissioning Operations, North Midlands to the role of Managing Director for the Nottinghamshire STP/ACS. Wendy continues to deliver the NHSE regulatory function for the commissioning system as part of her role as Managing Director.
Prior to this, Wendy was the Area Director for Birmingham, Solihull and the Black Country Area Team and between 2010 and 2012 was the Director of Commissioning Development for the NHS East Midlands, where she was responsible for ensuring the development and implementation of the new commissioning arrangements across the East Midlands.
From 2006 to 2010, Wendy held the post of Chief Executive at NHS Nottinghamshire County, building on her experiences as Chief Executive of Melton, Rutland and Harborough PCT and Director of Planning and Performance at Lincolnshire Health Authority. Other senior appointments included Director of Planning at Doncaster Royal Infirmary and General Manager posts in acute and community services in Yorkshire and Nottinghamshire.
During her extensive career, Wendy has also gained a Master’s Degree from Birmingham University.

Nicola Walsh

Nicola is Assistant Director of Leadership at The King's Fund and she also leads our cross-fund programme on integrated care.
She was a director in the health consulting practice at PricewaterhouseCoopers for five years before joining the Fund in 2012.
Nicola has a track record of delivering and evaluating complex change programmes in health care. She has worked in and with the NHS for more than 25 years first as a clinician, then as a researcher at the Centre of Health Economics in York and at the University of Birmingham, and more recently as a non-executive director.
Nicola has a Masters in Health Policy and Management and a PhD in Health Services Research. Her PhD thesis focused on the nature of change in and by general practice. Her work focuses on using research evidence to inform and support the implementation of new policies. Her particular areas of interest and expertise are primary care, integrated care, clinical leadership and commissioning.
Nicola is a trustee of a national charity, the Queen's Nursing Institute and has recently been appointed a member of an expert advisory group looking into future models of care set up by the Royal Pharmaceutical Society.

Dan works in the policy team at the Fund, where his particular areas of interest include patient and staff experience and public perceptions of the NHS and social care system.
Before joining The King’s Fund in April 2017, Dan was Head of Insight and Feedback at NHS England. The Insight and Feedback team is responsible for the commissioning and running of a number of national surveys including the GP Patient Survey, the Cancer Patient Experience Survey and the Staff Survey. In addition, the team oversees the patient-reported outcomes measures (PROMs) programme as well as the implementation and development of the friends and family test.
Dan has also worked as Research Director at Ipsos MORI, specialising in public attitudes to the NHS and social care. He has a Masters in public health from the London School of Hygiene and Tropical Medicine.
